[Spoilers] Is this the point of no return?
I am at the Construction Site , where Thorn sends you a text message asking you to come. It seems that refusing locks you out of the Musicians Room .

Is this where the endings are determined?

I don't think it is possible to refuse there. How do you do it? Where can you go instead of it? If it is actually possible this may slightly affect who remains in your go-home club as I heard that it is possible that Eiji is not the one who leaves and someone even explained how they got this but I don't remember anymore (in both my playthroughs Eiji left). You get locked out of musicians room even if you go there which I did, so you need to complete all their stories except Thorn's by that point.

There will be another area where you fight with all musicians in several different rooms. After you defeat all but Thorn there will be a portal right near the entrance to final location, that place is the point of no return (you may need to use portal to return to musicians room to complete Thorn). After you enter you decide which side you join.

It's right after the Wicked chapter.

It seems when I refused it, a cutscene appeared where they go to the roof and see Thorn jumping from the roof .

I didn't continue from there, and just reloaded.

The text goes like this:
Come to the meeting room.
I'm with my friends
It's fine, just come.
Okay / No

It seems the only difference is that cutscene appears right after the message instead of you manually travelling there. Make a separate save and try both ways to compare them (one you already tried, now just try the second one).

I can teleport to the site, but nothing happens until you step on the 6th floor (first room of the dungeon). I can only progress the story by going there.

It's possible we are thinking of two different time points, but here are things that might matter:

- Eiji is dead

-Everyone in the Go-home except Shogo is starred

-A lot of the musicians are starred except the obvious ones.

I wonder if it has something to do with your answers in Character Episodes. Multiple answers can progress the episode, but different answers can lead to different responses.

Like Kotono for example, I could ask more about her, or just compliment her, where in one case she would give me more story details and the other simply star the episode.

According to this post there are three possible movies at the end depending on who dies (three people can).

There are good/evil endings which are decided at dialogue before final battles and in good one there are three different movies depending on who died. Ohh, and after completing a game you respawn right before the final battle, so can try the other route without even reloading.

And here is a link where someone writes down how he managed to let someone else die:

Who is the third person? I knew about Kotaro's death possibility.

Edit: Ok I found out who it was, but I wonder how you would get it.

Anyway, I guess this is for sure not the point of no return. It's just weird that this is the only time I'm given this options as opposed to other instances where I could.
