General Troubleshooting
Try launching the stalled game by double clicking it. This may allow the download to finish.
If the issue persists, please double check your current download region:
- Start Steam
- Go to Steam > Settings > Downloads tab
- Under Download region, select the region that you are in or that is closest to you.
- You can also try various regions near your location to see if a better connection is available.
If you continue to see this issue, please exit from Steam and rename the ClientRegistry.blob. Restart Steam to replace the file and then finish the game update.I have tried starting the game, it goes to the updating window and says "ready to launch in approximately 1 second..." and then counts upward to infinity. The problem is that there isn't anything left to download, I've had the game preloaded for days. But instead of unlocking I've got this 99% glitch.
I would try your suggestion with ClientRegistry.blob, but I don't know where to find that file.

Maybe it's just an issue with the serverload? Maybe too many people downloading at once?

No biggie for me, about to play soon! :)
Hope you all get yours going!
1. Stop and started the download several times on the "Downloads" page.
2. Left it on paused.
3. Changed the region
4. Exited Steam and opened it again.
5. Bioshock disappeared from the "Downloads" page but it said "Download Paused" in the game library.
6. I clicked on "play" and an update windowed showed but stayed stuck.
7. I closed the update window and then clicked play again and it slowly started to update.
(And the timer is supposed to go up).
Not sure if this will help but this is exactly what I did to fix it.
