Stuck at 99% pre-loaded.
How can I fix this?

If you click the "Play" button, it should bring up a progress bar of the update. A few of us are experiencing this.

All I can do is "Pause" and "Cancel Pre-Loading", should I try cancelling it?

Im getting an error. Fail to start game (missing executable). Yes, Bioshock Inf is already released in my region.

Considering it's still supposedly pre-loading for you, I'd leave it. Seems people are getting a few different things. Some are getting a box just claiming it is updating, others are saying it says "unpacking" and so on. I guess patience will prevail in the end :D

Considering it's still supposedly pre-loading for you, I'd leave it. Seems people are getting a few different things. Some are getting a box just claiming it is updating, others are saying it says "unpacking" and so on. I guess patience will prevail in the end :D

If i well remember, i had to close and restart steam to unlock the game

Some people have experienced the same problem and it seemed they fixed it by restarting Steam. It happened to me too, but after I restarted Steam, it began updating properly.
