No, it requires increasing relationship level. Heart events can increase it, but they are not required for this mission. I got few relationship levels from those events, while others just increased by themselves either from villager quests or MVP from tasks.
Edit: Although there is a chance that you are right. I was not too focused on that mission, it just completed by itself, so maybe I just looked through enough heart events.
And you need to do that after mission started. All increases that you had before the mission won't count.
It only gives some 100+ new population/citizens, so now loss there, since new sub task give alot more :)
Completing requests and heart events give heart level exp. Below level 5~ requests should always give a level. (above that it doesnt give enough exp for a full level)
If you actually leveled them all to 10 by cheating somehow that would explain. Since 10 is (I assume) the max, you wouldnt be able to raise their friendship anymore.
But I did finally complete it. While reloading and testing, an emergency battle request came out. The two alchemists I brought with me to the battle got friendship level increases, and THAT completed the sub quest.
Also this was on the Switch version, if that matters.
You also have to note that friendship events etc dont always give a full heart level. This is especially true after 4-5 friendship level when it starts requires noticably more exp.
About the emergency battle/exp requests: I take it they spawn randomly then?
Also: sub tasks dont fail if you complete the Main Task first. You can still complete them as long as you got turns left on that particular sub task, even if you are 2 Main tasks later.
