Probably more to do with the fact that a higher percentage of people are running higher resolutions than they were.
You can overclock a 1650 to the level of a 1680 easy and even further for some and you don't have to be a super techno nerd , I am bottlenecked hard by my 2600K and RAM but if your running a modern board that can take modern RAM and Processors its a 200$ card
1650 = 200$ overclocked superior in every way to a 1070
1050 Ti overclocked = 50 $ pretty close to a 1070
GTX1070 for 4K and the largest unit size I guess.
The difference between those GPUs is rather big.

This isn't a brand new game, it's a slight touch up on a 17 year old game.
Anyway i'm guessing those recommended system reqs are to run the game in 4k.

1070 for any remastered game from 2004? and 70gb? this cant be right.
Very true. I have a GTX1080 and 1080p resolution. This 5 year old beast still shreds anything I throw at it.
The lowest specs are a GTX660 which is a 9 year old card. Most people will be able to play this without any problems.
I wouldn't expect too much from an i3. You could've better gone for an older i5 or i7 since those are better build for gaming application.
I highly doubt it. 1070 is too weak for 4K in any game.
