Marian Reforms
I thought I understood how they kick in. But I guess I do not. I'm playing as the Julii. It's the Winter 241 BC turn. Bingo! Salve, Gaius (Caius) Marius! But I do not have a single Huge city, which I thought was the prerequisite, with an Imperial Palace. There is only one in Italy--Rome--but it's been there for a while. So what triggered the Reforms?

It should still be the same trigger, but assuming the one in Rome is discounted it can still be from any of the other cities in Italy. Most likely from one controlled by either of the other two Roman families that you haven't noticed.

Checked them all. No other huge cities, than Rome itself.

I even tried enabling the No Marian Reforms Mod, but they still kicked in.

Sometimes it can take a few turns to kick in after building the palace.

The Reforms should trigger when a city with 'special resource' 'Italy' becomes a Huge city.
All starting Roman settlements have that resource, afaik even Rome. In that case, with Rome being Huge city, it should trigger the reforms.
That said, iirc, Rome was not a huge city but just a city in the original. Generally speaking Carthago would become huge city long before Rome ever did in the original.
