cant recruit a Legionary First Cohort

I had the Marian reforms happen and I can recruit regular legionnaires, urban and Praetorian but not 1st legions am I missing something?

Legionary and early legionary first cohorts can only be recruited in Rome so to get them make sure to take over Rome

Tyvm do you know if the naming system is the same or is it different for first cohorts

You can also occasionally receive them from the senate as mission rewards.
