Don't listen to that other guy the only watch to build watch towers now is to use ALT and F4 simultaneously.
There are a couple reasons why you can't build forts (or watchtowers) at certain locations:
- the location 'tile' already has something on it, like a resource or a port, a bridge etc.
- its the 'tile' directly next to a port or a city
- there is an enemy army (or spy/diplomat/merchant) on a 'tile' directly next to you
For the last point you have to move your general on the spy/diplomat/merchant to 'move' it away, or wait one or more turns until the AI moves it away. With enemy armies you need to either wait a turn and hope the AI moves it away or attack and defeat it.
I only use that shortcut when I'm playing total war 3 kingdoms.
