Added: Im using Windows 10, fully updated; Intel i7-4790K; GTX 1070.
Massive rollout failure.
Steam support said to refund the game.
But I want the game, and want to punish those responsible for this mess.
So far, its worse than the TW:R2 debacle.

Got program working by updating Windows 10 to Version 10.0.19042 Build 19042 (called 20H2, the October 2020 Update), this took several hours.
Unless you do install Windows 10 Update 20H2 (Build 19042), the .exe which starts TWR will instantly crash. It is NOT good enough to have your Windows 10 'updated' ... the Update version must be Build 19042 and named 20H2 (October 2020). It takes a long time, and will itself introduce some new errors to your Operating System (which you can read about from MS). Some of these errors can affect TWR gameplay (lag, screen, slowdowns, etc.).
The next MS update (which occurs twice a year now) is due in May 2021 and is called 21H1 (Build 19043), hopefully it will fix the problems, but if the last 30 years is any example of the overpaid and underworked people of Microsoft, they will create more bugs, and break more things in this upcoming Windows 10 update (21H1, may 2021, Build 19043)... Situation Normal, All Frakked Up (SNAFU).
If TRW crashes instantly when you start it and you do not have Update 20H2, you will need to obtain 20H2.
They way you get the 20H2 update is to: Right-Click Start Button, then Settings, then Update * Security, and then run the check/update. You can check your Windows 10 current Update version by Right-Clicking Start Button, then Search, then type 'Version', and click on the matching 'System Information', and run SI, then look at the Version Number (2nd line from top)... if it reads Version 10.0.19042 Build 19042, then you have the "20H2" windows Update. If you have any prior builds, those will cause TWR to instantly crash on 1st startup. Prior Build numbers (going backwards 6 years) are: 19041, 18363, 18362, 17763, 17134, 16299, 15063, 14393, 10586, and 10240 (10240 is the July 29th, 2015 initial release of Windows 10).
Once Windows 10 is Updated to Bulild 20H2, you will then have access to the new Bugs in 20H2 which affect gaming windows, especially borderless and windowed games (all games, not just TWR), and several other bugs which MS did not bless you with in prior Windows 10 versions. However, there are some hotfixes which can solve some of these new bugs.
So, basically you have a price to pay to get TWR to run the first time. You need Update 20H2 (the October 2020 Update) fully installed. Now why does CA... a mere GAME company... require the absolute most recent Windows 10 update (Updated 20H2, which is riddled with problems that affect the rest of your programs and operating system)? There is no sane reason. They should not have used the dependencies in their Released game build. Creative Assembly (CA) deserves and has well-earned the harshest possible condemnation for doing this. In fact, there is no criticism of Creative Assembly and their associates which is too harsh for this stunt.
The game will not run on Windows 7. The store page used to say it did, but I guess that was a lie. The reason might be a DirectX12 issue, but this seems not that likely since DirectX12 has been modified to be able to run on Windows 7. Either way including a DirectX11 option would fix this. Instead, it seems related to the createfile2 procedure. This creates a file, most likely the settings file. This only works on Windows 10. Of course, they could have just used the older createfile procedure which works on both Windows 7 and 10, but for some reason decided against this.
If this gets patched to work on Windows 7, the patch will probably be <10 MB, because the fix will be trivial. This is amateurish.
To add to this, the Age of Empires 2 remaster tried to pull a similar stunt by locking it to Windows 10. Of course, people rushed to defend Microsoft saying "Oh, just upgrade! Windows 7 is old anyway!" before it came to light that it was an intentional decision to FORCE people to use the new Windows, without any actual purpose gameplay-wise or technically to require Windows 10. I suspect this is not such a move, but rather just laziness, or perhaps incompetence.
A possible workaround would be to figure out what file it's trying to create and get a copy of that file from another user. Then go into the settings file (I don't remember the name), it's the one that explicitly tells you NOT to edit it, and then manually edit some of the pre-launch checks to true. There are 3 of them if I remember correctly, right at the top.
By the way, great launch. Great way to ruin good faith with your customers.
Store page states game uses DX 11, for both minimum and recommended specs. Also, am I suppose to believe a remaster of 17 year old game requires a system that is not required for newer ones, like Three Kingdoms?
Anyway, as things stand right now, this may be my first refund, sorry, got the game with 50% discount, but simply can't afford even that amount of money to flush down the toilet.
Yes, like I said, it's a case of complete and utter incompetence. There is no good reason to require Windows 10. They messed up.
