Bit old post :) lots changed since 2013 - 2014
Rome II contains the base-game campaign and the Imperator Augustus DLC campaign. Rome II also includes additional campaigns and content if you are willing to spend extra money.
Rome and Rome II are fairly different games mechanically. Rome does some things better than Rome II, and Rome II does some things better than Rome. Which you will prefer comes down to a matter of taste, and you might like both, as I do. With mods, the lifespan of both games increases considerably.
That means, if nothing else. Battles appear far better.
