This is a more extensive remaster, which has been made by a seperate company which was hired by CA. Doing this costs a lot of money. So obviously it won't be free. But if you already own it you get a generous 50% discount, buying this game for 15 euro is definitly worth it, I reccommend buying it!
Like ♥♥♥♥ that 50% Off, some reskin that can be made just with some decent mod and reshade filters + few changes isn't worth 15EUR!
They should just open source code base and let community to do better job and for free!!....

Except it's not some reskin that could be made with some decent mod and reshade filters.
No mod will ever be able to update the old camera to the new camera, nor will any mod ever be able to remove hardcoded limits the original has to content with, nor will any mod ever be able to implement 4k textures without crashing the game everytime you open it.
Seems to me you never played a Total War game then. There's plenty of mods for pretty much every Total War game (aside from Thrones and Troy but who cares about those).
Open source != "magic"
RTW is easy to mod, it always was, a lot of it is text files. The problems for modders were the hard-coded caps, which are being lifted.
The very reason this engine exists is because they could sell it.
