Altough, the best singleplayer mod of LOTR for TW is the Third Age Mod with the Divide and Conquer (DaC) submod for TW: MEDIEVAL II, it's a little bit hard to install but there is a nice tutorial on youtube (made by the creator of the mod).
Also, some guys are working on a LOTR mod for Total War Attila, it's called Rise of Mordor.
I think for OG Rome there was Fourth Age mod as well.
For Med 2 there's the really old MOS massive overhaul Submod.

Also a (mostly MP) mod who's name I've temporarily forgotten 🤔🤣
The only active modders doing LOTR are committed to other games as stated above. Since this one is still being polished and patched, they wont even consider, considering touching this.

Look at how fast EB and the RTR/RS combine came up on workshop for RR.
All that's required for a RTW LOTR port over to RR to happen is for the mod devs or whomever to decide to do it, and if too busy themselves, pick someone they trust to do it for them.
