Bug report: Invulnerable army (first garrison slot empty)

A defending garrison does not have a unit in its first slot. Attacks do no damage, while it has big offensive power itself, and wrecks my attackers.

Same bug, can't finish game becuase last province can' be taken

I had the same problem in Kharan province. One defending unit at about 40% health destroyed a 9 unit 100% high level army two different times. I even tried attacking from different neighboring provinces with the same result. I was playing Afghanistan. It first occured early in the game. I cleared the rest of the map and came back later, but it still was/is unconquerable.

Same problem for me, the enemy garrisons had no unit in the first slot. I was also playing Afghanistan, btw (by 'was' I mean a couple of hours ago, so the bug still exists).
