Why do most costume mods require paid DLC?
It really sucks that I'm not able to use any costume mods because they replace the paid DLC costumes. And not even of your choosing, just which one the mod creator arbitrarily decides to replace meaning you'll need to buy all of them if you like to switch mod costumes around.

Really sucks. But I'm not going to buy costumes that I won't be using, simply to replace them with other costumes. Really... why is this even the case?

Do you really believe to receive a smart answer at that kind of question HERE ?

Except if somebody official in the developper team of RE 2 Remake is here, seeing your message, I highly doubt you will receive an answer...

It's because those paid dlc costumes has standalone files. The base skins are stored in a 20 GB package. I remember some modder said this.

Yes. It is possible to change the base model skins. The slight downside is that each replacement mod would be 24 GB in size due to how the game files are structured. So, modders opted for the much smaller individual DLC files.
By the way, to my knowledge and the last time I checked, the vast majority replace the Elza Walker costume for Claire and the military for Leon.
