Why are you determined to play this version, anyway? To me, the original game was magical because on sleepovers, I could play one disk while my friend played the other disk, and we could switch off. What you're asking for is essentially like, "Where's the second disk? I understand the whole game can fit on one disk with today's technology, but I want it the way it was before - with half the game locked away on a second disk." It just doesn't work that way.
Get the Playstation version.
All RE3 Nemesis ports already started with full costume unlocks hard-coded, and even added three bonus ones compared to the PSX edition. So, there are no PC versions where you don't start with a full costume selection. There are no versions outside the original PSX 1.0 release, honestly, where it is a thing, most people by now don't even remember where the boutique is.
As for RE2, again, PSX disks only. The most locked PC port is the original 1998 release, where only Arranged mode was unlocked from the start, including the infinite minigun and rocket launcher once you reached the first box right in the first room after the lobby. There, you had to unlock all other modes: Battle, 5th Survivor, and Tofu.
However, the SourceNext is still the best version to speedrun if that was the reason for you to get those specifically. If you want a casual run, then you are better off with the GameCube releases and using the HD projects. The GC ports have the best versions of all cut-scenes, even better than SourceNext (which is the second best for RE2), and they don't need hacks to get back the original English text.
