Now we don't know what playthrough OP's doing but if they're doing Leon's playthrough as I'm not exactly sure if Claire goes in that direction after getting the bolt cutters, you RUN RIGHT PAST IT on the way to the battery.

claire gets it the same way, but I dont believe you are forced to go back that way, so it's a little less obvious.
