Shoot often 8-10x in the Head - and they still stand up after a while.
Best is : "destroy" their Legs ( 2-3 shoots ) - and then they cant walk :). So you can avoid them easy.

You absolutely can kill Zombies with headshots, it's just not often a good idea due to their high health pool.
And to answer your question op, what you're supposed to do is not try shooting every zombie. Use your bullets to stagger or dismember them, giving you time to run past or avoid them. Only take time to kill them if it's an area you'll frequently be revisiting.
However, the emphasis is on SURVIVAL horror, and not "shooter" horror. Try to stun or disable enemies or go around them. Zombies always follow you in a straight line, it is easy to kite them as long as you are aware of where they are.
Also, both characters get at least two weapons that can one-shot instakill standard zombie enemies.
Look if you're having that much trouble there are vids on YT that will help ya out.
But the best way is just playing the game and learning. The more you play the better you start to understand what to do and what not to do. If you messed up early with ammo
you can always restart a new game.
People have explained this to you already. You're not supposed to be trying to kill every zombie you come across. Incapacitate and dismember them so you can safely navigate around them.
Always good to keep the those Z's out as something else will spawn there later and you don't need Z's walking around when they spawn...................lol!
If you're having ammo issues you gotta decide if you need to start from an earlier save so you have more to go on with.
My approach to the game has been avoiding using ammo when I can, so not killing enemies when I can...running past, baiting and running past etc. And use the unlimited save system and reload to see how situations can be handled without using ammo. If ya get hit, reload the save and try again.
If you shoot a zombie in the head with the pistol and they stagger, run past them.
Save frequently when you get things done.
In my playthrough I'm at the lab and I killed no lickers in the police station and minimal zombies.
If you really wanna kill a zombie and easily, use the shotgun when they are close and aim for the head.
Same goes for zombie dog.
But try to conserve shotgun ammo so just kill what really needs killing.
If using a pistol on a zombie head and they fall down, use the knife to do damage before they get up, or kill them with it.
A licker seems like it takes like 4-6 shotgun blasts...so I'd avoid that.
When Mr. X shows up don't use ammo, just run.
Otherwise, Flame Rounds (Claire) and the Shotgun (Leon) are what you use when you want to kill a Zombie. Which also means if you want to kill as many zombies as you want without having to think about it, play as Leon. There's lots of shotgun shells and the Shotgun is very ineffective against almost everything else anyway.
1. Don't waste ammo on zombies that are easily avoidable. If you're gonna be passing through an area often, then kill the zombies in that area, but only do it with the Handgun and Knife.
2. Always aim for the head. You'll either get a critical headshot or the zombie will go down after a few shots. Once it's down, run up to it and slash it until it dies. You also do more damage by shooting the head, so you waste less Knife endurance. I consider Knife endurance very important because it's your primary way of conserving ammo.
3. When firing the Handgun, wait for the reticle to be fully focused. This increases the damage.
4. You can also stun a zombie by shooting it in the knee once and then quickly run past it. Note that on Standard, you can stun a zombie by shooting it in the head also, but not on Hardcore; it has to be the knee.
5. Zombies don't get back up more than twice.
6. Once you have the Shotgun, you don't need to use your Handgun anymore. Just shoot the zombies in the head with the Shotgun.
7. Always maintain distance. If a zombie is getting close, turn around a run to reposition yourself. You never need to take chances.
8. Take your time to search every room for more ammo.

On the other hand, every boss' arena in this game has enough ammo to dispatch it without bringing anything but your weapons.
