What game predates the story of the second?
I have lost complete track of the game series in these PC remakes, in the original console versions it was easy back in the day.

But now, what game in the Steam is the prologue to this Resident Evil 2?

By "second", I assume you mean this remake of RE2. In that case:
Resident Evil 0, Resident Evil 1, most of Umbrella Chronicles, and the first half of Resident Evil 3.

If you mean in actual release and the old RE2, then it really was the first game and only the original '96 RE1 predated it. The lore was built backwards later on, like with most large sprawling franchises.

Not this straight forward. The first half of RE3 comes before RE2.. you know.. because 3 comes before 2?

Is the RE3 first half part like a "revisiting" the story before RE2, or is it just filling it up as afterthought?

Just starts a day before and runs in parallel. Most of it is very unrelated to RE2. But then close to half way point the story will crossover. You will visit a location of RE2 and will see happening in RE3 stuff that has already happened by the time you get to the same location in RE2.

In any case, if you are asking this I assume you haven't played the games yet, right? In which case, don't worry about this.. play RE2 in it's entirely before playing RE3.

The only problem is Code Veronica is not on pc and it's really Resident Evil 3.5 and a very good game.

I'd say RE3 is RE2.5 and Code Veronica is actually RE3.

Code Veronica is the real direct sequel to RE2, while RE3 is a spin off that takes place during the same events.

The entire timeline in terms of RE Games:

RE0
RE1
Umbrella Chronicles: Rebirth
RE2/ RE3/ RE Outbreak 1 & 2/ Umbrella Chronicles: Death's Door
RE Code Veronica
Darkside Chronicles: Operation Javier
Umbrella Chronicles: Umbrella's End
RE4
RE Revelations
RE5
RE Revelations 2
RE6
RE7
RE Village (upcoming)

The Chronicles have more chapters to them but most of them are retelling of RE0 to RE3. Only the ones mentioned are exclusive new story to those titles. I kind of lumped RE2, RE3, Outbreak and Death's Door together as they tell the story of different people that happen in the same place around the same time.

There are other titles like Survivor, Dead Aim, Gaiden but they are either non canon or have very little bearing to the lore.

Other medias like Vendetta, Marhawa Desire are not included as they are either comic or films although they are canon and have direct bearing to the lore.

RE5 and RE7 have DLC which happens directly before or after the game main campaign but I don't feel the need to break them down.

They don't matter as much imo. I started the series with 3 and the origin story of 1 as well as the parallel events of 2 didn't become any less intriguing

They do become less confusing and more interesting as you would understand the plot more. Example, if you play RE4 without knowledge of DC: Operation Javier, Jack Krauser would just be a villain who seems to have history with Leon. But if you know Operation Javier, his intentions and backstory gives his actions more meaning.
