You can always use steam play and sling it from your desktop to a laptop hooked up to your tv and play with a controller exactly like ps4. Plus, get it for 40% off.
depends if you want better looking game and better controls. Mouse and keyboard is better for shooting.
Ps4 felt good with shooting plus they let you slow the retical down when over a target helping with precision.
Pretty certain it's exactly the same as on PC.
Just played it, zero aim assist on pc.
However, when you aim for 2 seconds or more the aiming speed slows down and isnt dependent on enemies, its an aiming mechanic for precsion; when the croshair tightens up the aiming is slightly slowed in its speed.

PC has graphical options, so you can disable chromatic aberrations, motion blur, and all other shaders that you may find annoying. Also, PC can run the game over 60 frames, which can result in more fluid gameplay.
Essentially, it is DRM vs extreme blurriness.
Oh, also, yes the PC version has aim assist, but it is turned off by default, because PC players generally are able to aim properly on their own.
