You cannot kill him, only stun him, by shooting his head a couple of times, but I kinda recommend just to take a detour, but sometimes stunning him will be a life saver.
In certain parts of the game he will chase you around and you can run and hide for a while but he will always find you until you've progressed to a certain part of the story then he will leave you alone.
At first i thought if i hide somewhere he would stop coming but he doesn't, you have to open the shutters in the parking garage before he'll go away.
Shoot his hat off for an achievement and you cannot kill only stun by shooting him enough times otherwise better to run or hide in a save area wait for him to go far enough away to give you time to do objectives!
P.S. Nemesis is worse. Look forward to RE3 remake.

It is a Tyrant, one of many, dropped in by Umbrella for field testing. It is one of their mass-produced bioweapons but they never had the chance to test it in real combat scenarios.
In the original, it was tasked to retrieve a virus sample, here, they seem to use the Operation Raccoon City explanation and the Tyrants you encounter are there to get rid of survivors/witnesses.
