Before you actually walk up to them while they're in the water, there's a small moment where you can start walking backwards and completely bait their grab attack. And then you can just walk past them to the left. It's pretty simple.

This is the only enemy in the game which makes me rely on defense items to be perfectly sure about avoiding damage from them, but that's fine.
Another method is just damaging them with something powerful. If you are not aiming for the shoulder eye, they dive back as a defence mechanism and won't resurface for a short period of time, even if you stand right above them.
