They obviously had great chemistry during the car ride into Raccoon City, and Leon has already saved her life.
Yeah, they were definitely flirting. But that, along with laughter, can be a totally legitimate response to danger and stress. They switched it off to serious mode when the helicopter exploded.
Don't know why people find it weird that they were flirting.
EDIT: The end of the game shows this too - notice how when Leon first runs into Claire again, he stares at her enraptured and misses the fact that Sherry is there for just a little too long?

Because it's weird the way they were flirting--it was way too casual as if they were meeting up for coffee.
First response should have been to try to open the gate to let them in.
Well, they thought they might be the last 2 survivors, so why not flirt.

Lolwut? Inappropriate? If you were in a position where you were about to die at any second and a cute girl was flirting wouldn't you play along if not just solely to take your mind off the fact that the dead are literally eating the flesh of the living?
That's all well and good, but they made no effort to try to get the other person inside or help them in any way. Maybe if they had tossed some ammo over the gate before parting with a few flirty words, it might not have come off as weird and forced.
Showing concern for someone would seem more natural.
The bolt cutter, may have been passed from the person inside the gate to the other outside, but its just wasn't shown / entirely cut out.
