1080ti
16gb ddr4
HDD (not sure but brand new)

I can run the game 60+fps but as soon as theres a close up say the first zombie eating that cop it tanks to like 20-30fps. any ideas? on max settings 1080p right now

HDD is the issue. You need a SSD if you want a stutter free experience.

A slow HDD can cause stuttering in games, since it can't stream as fast compared an SSD. Plus SSD's are dirt cheap these days.

try med volumetric lights or even off.if i keep them high no matter the other settings nor lowerin resolution the fps will drop in that scene you mention ,in the main rpd room and the worst drop of entire game is in the dark corridor in front of the white door going to the west area .not hdd problem.

I have an SSD I just never expected a game this gorgeous. I will try med vol light too

So, with a 1080ti, if he said: all on max, it should run with more then 180fps in 1080p

The thing is to lower the 'Imagequality Slider' back to 100%. A 1080ti can handle 2880x1620 without any flaw in RE2 Remake

Believe it or not.. Roughly 12 years ago i bought a 3.500€ pc (at that time it had the first GTX 8800 Ultra) and all the latest goodies.. Well, i had to return that same pc over a dozen times.
After 5 years i gifted that thing away to my niece for 500€ because i was sick and tired of it having constant issues with certain games (at one point, the graphics card, the motherboard and what not just ended up dead with no apparent reason). Which i could get replaced within it's time of warranty, thank God!
The next year or so, i bought a 1.750€ and it still runs today (i only had to update it, but i made sure i learned from my mistakes from the past). Meaning, sometimes buying the most expensive one might not be the best choice to make..
I just read an article about the RTX cards having similar problems now.. (Micron memory issues)
But as far as i can tell, my best bet would be to check your HDD and replace it with a good SSD and also check your motherboard as well..
I have the same type GTX card as yours (EVGA GeForce GTX 1080 Ti SC Black Edition) and for me it's been a real godsend up to this very day. (and i even bought it before the prices went haywire)

Dead wrong
I'm using a bargain bucket WD HDD from 5 years ago.

Game is not stuttering.

Volumetric lighting on max.
HDR on
DX12
1440p
Everything else set to high or max. Smooth frame rate throughout.

System specs:
Rx480-8gb
16GB DDR4 3200 underclocked to 3000.
Ryzen 5 2600

do you have the shadow on max? i had this issue and after setting the shadow on high it stopped. i tank from 100+ fps down to 30 when the shadow glitches

stutters are never ending. if it was hdd then stutters will only occur once or twice on the same location
so its not hdd

I have a friend with a 1080 Ti who is having issues. Maybe you need to update your drivers?

My Steam library is on a bog standard 7200RPM 3.5" drive. No stuttering whatsoever.
