Yeah, cheap, but this is what it is. I find it fine, it is always a pleasure to visit Raccoon again and mutilate zombies.
BTW if you find Mr X annoying you can solve most puzzles before triggering him.
Just avoid running past STARS office door and the helicopter corridor.
One thing I know for sure is that you can continue to the 3rd floor, grab the spade key and return to the main hall via library and it won't trigger him.
That way you can do the scepter puzzle before you grab the bejeweled box for your lightning hawk/smg

STARS office + doused Helicopter. One can be left until you're pretty much ready to grab the last emblem for the sewers (STARS), the other will involve having to dodge him to get to the Clock Tower, and once again to get back with the puzzle-piece and leave for the Sewers/Orphanage.
In both cases you will typically only have to deal with Mr.X for the guts of 2-5minutes tops, except those who trigger STARS office early - they'll be stuck with Mr.X for a variable length of time depending on how soon they trigger it and how much they need to backtrack/deal with before they can blow up the C4, grab emblem and get out -- this is where most new players will unknowingly make things harder for themselves.
Assuming you know what's going to happen, you don't have to deal with Mr.X much at all - and assuming you know how he works then he's of little to no threat (unless for some silly reason you back yourself into a corner and/or lure him into a room with other enemies that can surround you).
Of course, getting to know all this requires you to learn first. Any one calling him tedious clearly doesn't get how little screen time he actually has when you do things in a certain way (unless you play as Leon - he makes additional cameos in that case).
