No UI sound effects
I've had this problem very often since starting playing.

Occasionally, when booting up the game I have no menu sounds.
That's no cursor movement, selection noises, and the announcer doesn't say "Resident Evil 2"

Seems like switching back and forth from DirectX 12 to 11 or the other way around fixes it only sometimes.

Anyone else have this issue or any suggestions?

It is a glitch with the classic soudtrack swap DLC.
Restarting the game a few times fixes it and a hard PC reboot is pretty much guaranteed to fix it.

Same here. I refunded the soundtrack DLC because it caused the problem to occur much more frequently.

I tried restarting and it did fix it. I didn't notice it was only on the Original soundtrack.
