With Leon I think he's aware that you are in that room but doesn't necessarily teleport, could be wrong though
That was one of those times.
The one time I remember it happening was in front of the S.T.A.R. Room. I heard him fade below me where the Locker Room is, then appeared roughly down the hall where the S.T.A.R. Room is. Blew my mind.
He is scripted to spawn near you at certain actions and at certain rooms if you enter through specified directions.
Also, there seems to be two of them active at the same time, one in each wing. Although bumping into both at the same time is almost impossible (someone apparently managed to do it on stream).
If and when they release RE3, you're going to HATE Nemesis. That ♥♥♥♥♥♥♥ runs after you.
Most people just run during this part but you're not meant to do that, you're supposed to walk so you avoid the Lickers assault, if you do this properly Mr. X will eventually catch up with you and he'll be behind you, if you rush this part too quickly he'll appear to be coming out of the shower room and you'll have to deal with him on the 2nd floor landing with 3 zombies.
It's worth it to go slow at some parts during the 4th survivor because that was the way the developers intended it, if you rush too fast you're actually punished for it by having him "teleport" or "warp" to key areas.
It's the same thing in the campaign when you pick up the jack handle, Mr. X is no where to be found but the second you pick up the jack handle his footsteps can be heard and he'll come at you from the main hall way.
He always spawns when you enter the library as well, no matter how far away you are.. This is also true when you enter the clock tower, he spawns in the library and comes at you from the way you entered the 3rd floor balcony so it forces you to unlock the shortcut door on the opposite side of the clock tower and head through that storage room... which is quicker any way but it's still scripted.
Also if you ever go out on the roof and try to head through the helicopter hallway he'll spawn in front of you there as well... It's scripted for him to spawn in key locations if you back track through them unnecessarily.
He also automatically spawn in the STARS office hallway on game B. You can avoid him at the start by not checking the laptop but this is the moment where he force spawns in game B and there's no avoiding it as you need to go to the STARS office to get the battery for the detonator.
The music change is the key to run like hell!!! (or... when you hear someone say STARS)
It's been forever since I played RE3 but I think how Nemesis was implemented it wasn't as cheap.
