All my saves, unlocks and DLC costumes gone?

I beat this game a bunch of times when it came out and have every achievement except for 3 plus I had preordered the deluxe version. I hadn't played for a while but today when I booted it all my saves were gone, along with everything I had unlocked, and on top of that I no longer see the option for changing outfits. When I check the DLC tab on steam everything is checked and installed so I have no idea what's going on. I do see the Survivors DLC though

Oh, I also no longer see the bonus DLC weapons in the storage chest and I don't have the option of using the classic soundtrack.

It is a Steam bug, sometimes it just misplaces your save account file, meaning the game resets to first time run state.
Disable Steam Cloud and let Steam sort out some files after it. Theoretically, it will give you your saves and account file back.

If not, re-enable Cloud again for another sync.

If still not, then tough luck. You cannot get it back without replaying the entire game again. The save files of other people won't work, they are account-bound.

Okay, I figured it out. I made a new shortcut on the desktop but instead of making it from Steam I instead made a direct shortcut from the .exe. I guess this caused it to bypass all the Steam DLC confirmation stuff and the account saves and just treated it as a barebones fresh installation or something
