RE4 was praised for many things; it's stiff movement controls (which are indeed "tank controls") were not one of them
Pre-rendered backgrounds still have a place in Gaming, just not in anything that involves significant action. (IE Rpgs)
Hell, the N64 version of RE2 implemented full 360 movement, didn't it?
Re4 has tank controls :D That didn't change until RE6 (though I think re5 added a strafe mode option)
Edit: oops misread your comment
While both (a Resident Evil 1 remake like this and a Resident Evil 2 remake like the first was originally done) would be welcome and would be games I'd buy, I neither expect nor mind not to see either. Resident Evil 2 2019 was a great thing, Resident Evil 3 is being remade like 2 was, at least.
For A) RE games can have FCA in 3D backgrounds as it happened in RECV and Outbreak.
For B) RE0 and RE HD Remasters hadve FCA and give players the option to choose between tank or modern controls.
Tank controls... I can't bring myself to play like that on a controller.
The keyboard is way more intuitive. One finger for each direction and that's it.
But when it comes to external camera rather than 3rd person, it's not a matter of old vs new, it's a specific design choice: from a graphic standpoint it allows for objects placed far away from the camera to have less defined structure and textures, and on the gameplay side of things you can give each area a very specific identity and make exploration much more complex.
play the NTSC version of Haunting Ground with the behind-the-back cheat code and see what happens.

Thinking of how the Splatterhouse reboot included the original arcade game and both Genesis sequels. Same idea.
But the pre-rendered backgrounds and fixed camera of the older games WERE NOT a stylistic choice, or even a gameplay benefit. They were a workaround to make the game look better with the limitations of the hardware back then.
And while I've been with the series since the start and would even put RE in my top five favorite franchises of all time, no, you will never convince me that we were better off when I could not see a monster around a corner that my character logically can.
Whats the point to remake the game if its same with the original? Better just remaster it
