Yep.

This is why the Ladder breaks for Leon, as otherwise he would be able to avoid spawning the Tyrant in the first run.

Yep, each character has a unique route to them at least in the RPD portion of the game.

You can spawn it in using an item editor. Interestingly, the generator room has ammo and a herb in it even for Claire. Apparently, they made Leon's map first and just left that portion untouched building Claire's. Leon doesn't find anything in the Chief's office or at his elevator controls.

But won't that cause the double Mr.X bug to kick in because you went somewhere you weren't supposed to? That's the one thing people don't seem to notice about all those runs that have that showcased.

Maybe. I did not experience double Tyrant any time I used the crank. I often spawn it in non-speed playthroughs, including the weekly challenges, for sheer convenience to store the stuff in the Chief's room faster. After all, you cannot get out of the basement with the crank as the generator itself is not active, you cannot open the electric door with Claire in any way. You must use the Chief's elevator and go through the helicopter sequence before using the crank to open the 2F shutter.
