And the police station is in the city.... just because one T-103 capsule was dropped in the RPD doesn't mean other T-103 units couldn't make their way to the RPD on their own. I agree it's probably a bug (the same youtuber even has a video showing off double Sherry's).... but this video here is cool in that it can be interpreted as multiple T-103 units being active at the same time rather than just a bug... which is kinda cool.

there are certain places that mr.x should be to attack you, in that moment, was a fixed point with another tyrant that should not be there

lol i was just about to say "oh he just teleported, he does that" but then the rest of the video happened. I know this is most likely a bug but technically in universe this could have happened as there were numerous Tyrants dropped in the city.
