I have NVIDIA GeForce GTX 745 and its barely a minimum for most games, but optimizing your PC by yourself is like magic.
But since you mentioned 2080 RTX, I'd assume rest of your hardware is about as recent thus your CPU should be powerful enough even if it's getting bit aged.
My wild guess would be insufficient cooling. So open your favorite hardware monitor software, set it on second screen and start Noita. Keep eye on max CPU temp.
Some CPU's downclocks themself after certain manufactures set temperature as a safety measure. If your CPU get's too hot, clean the cooling unit and apply fresh thermal paste.

I changed the paste last 2024 september I think, and have this extra laptop cooler.
When I checked my laptop it didnt felt too hot so idk.

try disabling steam overlay - helped me good bit when i was playing on 6 gen i5
I did disable everything still nothing.
Does it happen while traversing world chunks or if a lot is happening around you?
Noita doesn't like certain things very much, for example traveling too many worlds too fast. Neither does it like teleporting back to the main world apparently. Some perks, especially if stacked, can bloat your savefile to the extreme, which can cause issues as well.
As well as the aforementioned CPU reliancy. Depending on what kind of wand you fire, a lot can happen. I've managed to get it down to frames per minute at times :D
A quick fix could be to disable/hide certain spell animations.
Just walking around not too much action, but with action more slow mo.
Download Prime95 and OpenHardwareMonitor. Open both, start torture test on Prime95 and keep your eye on core temperature. If temperature rises to 90ºc or more, abort test. We then know that you lack proper cooling and the slowmo you are experiencing is caused by thermal throttle. According to Intel max allowed temp is 100ºc but that sounds way too high for any CPU.

Then I'd guess your CPU as well, as the others have said. Checking up on your specs, it is similar to my old laptop, which had fps issues as well.
If it happens predominantely in The Jungle or The Vault or other areas with a lot of fluids / burning things or when you fire wands that cause a lot of calculations, the CPU will act as a bottleneck.
In case it is not faulty/hot hardware or simply a ressource issue, you can try:
- leave any perks that spawn stuff like rats/fungus
- leave any perks that change gold (more gold and the one that lets it fly towards you being the main culprits.)
- use invisible spell to hide certain spell animations. if this helps, then your issue may be your graphics card rather than the CPU
A note on the temperature averages: depending on your system and the used parts, working under a high temperature load can be by design/ be needed for some things to function as intended. Manufacturer specs usually are reliable there.
