30 FPS Lock

Hey, I just bought the game and it runs at a solid 30 FPS with no dips or raises. I switched it to run on my 2060, I checked the config files for "max framerate" settings, I've messed with vSync and fullscreen modes, and I've checked my monitors refresh rate which is set to 240hz. Anyone have any idea how to fix this issue? The game runs at 1/2 speed.

It should already be set to 60, but it's at least worth having a look at it. Maybe changing it has some effect at least. (would certainly be funny if changing it to 120 makes the game run at the intended 60 FPS)
