If you want a game that really leaves it up to you to figure anything out, that's more like a really unfriendly puzzle game than a quick shooter, then maybe you'd like this. Maybe check out some reviews to be sure?
All of that is not to say this game doesn't have fun or challenging mechanics.
Does Noita "have Rogue-like elements" - some, yes.
Noita's a side-scrolling spell-zapping exploration game, with an engine that considers action in every pixel, so when/if part of the landscape gets blasted, it falls, burns, and otherwise transforms in glorious ways.
if you can accept that aspect of the game you'll probably find Noita very rewarding to play. As a new player you'll struggle to get runs off the ground for a while, but once you do it sure does feel great to vaporize whatever killed you last run.
Just to be clear Noita doesn't have any kind of meta-progression. You can unlock more spells but that just gives them a chance to appear during future runs. Nothing carries over between runs.
If you'd rather play something more friendly I'd suggest checking out Dead Cells, Hades or Gunfire Reborn.
