sometimes u just run into random lag areas like that
60 fps is the hard coded max fps you'll get because it's tied to the physics engine or something.
I don't know of any other game that does as many calculations per frame as this one
But I do hover at 60fps 99% of the time so I can't help
A lot of this games FPS issues can be solved with an SSD and a strong CPU. What are you running this on? This game as others mentioned is always calculating every pixel

This Game runs almost entirely on CPU and the calculations that are made on each Frame aren't "that complicated". Of course, RE:V is a linear game with a focus on GPU calculation, so it's not really comparable. It would be interesting if other CPU heavy games (most likely any RTS or other strategy games) have low FPS on your machine, too.
