why is the frame rate so horrible in this?
Vsync off, power plant level gets 4 fps with enemies and me shooting. I can run RE Village and max settings with no problem, pretty much any game and get 120+fps. More than 8 enemies on screen and I can't move.

the game is pretty poorly optimized and buggy, id say it ran better in EA.
sometimes u just run into random lag areas like that

60 fps is the hard coded max fps you'll get because it's tied to the physics engine or something.

I don't know of any other game that does as many calculations per frame as this one

But I do hover at 60fps 99% of the time so I can't help

Basically there's a ton of calculations for each pixel, and You get a ton of off-screen fires etc, and it's all bound to the graphical engine :p Honestly, the performance is not too bad for what it does.

In all honesty it sounds like you've hit a bug. Does it persist if you exit and restart the game?

Yes, it gets worse depending on how many spells and enemies and enemy fire is going on. If I use the NUKE spell I loose all control and have to wait for the game to catch up often ending in me dying before I can regain control of my frame rate and character. Faster the spell cast the worse it gets.

A lot of this games FPS issues can be solved with an SSD and a strong CPU. What are you running this on? This game as others mentioned is always calculating every pixel

Parked CPU Cores?
This Game runs almost entirely on CPU and the calculations that are made on each Frame aren't "that complicated". Of course, RE:V is a linear game with a focus on GPU calculation, so it's not really comparable. It would be interesting if other CPU heavy games (most likely any RTS or other strategy games) have low FPS on your machine, too.
