Changing to a new creature seems to not add new levitation bar.
Starting as Polymorphed creature and then changing back to your original character does seem to add a fresh levitation bar.
its absurdly stupid to disable wand editing permanently in that HM for 200 gold.
normally you want to avoid collapse at all means, if first area have no poly-teleportarium it's best to try your luck in ice caves and if ice caves have nothing, hitting new game.
Of course this only works if you have access to Black Hole... not sure if something similar can be done with other spells; maybe you could use Acid to corrode holes in both water pools to make a circle around the health and spell refresher, or use Giant Black Hole to connect the two pools...
