How do you use spells?

I found a spell alone called Digging Bolt. From my understanding, spells go into wands. Is that right? I see that I have wands with empty spell slots, but can't figure out how to put the spell into the slot.

You need to be at the shop to be able to edit wands, unless you get the perk that lets you edit them anywhere.

Get to Holy Mountain, you need the pedestal.

You can attach them by entering your inventory with with 'tab' and then click and drag the spell onto your wand. Some spells won't work with certain wands so be weary of that. Also I THINK you can only do it once per area, and only after you've gone through the purple black hole thing that brings you to the "safe place".
