can you split screen in multiplayer?
can someone splitscreen and play with others in multiplayer?

Yes you can play with up to 4 players locally and minigames that require splitscreen will do so.

sorry maybe i should rework the question. I meant can 2 people play it locally/splitscreen and play with 2 other people over the internet?

Yep you can play with any combination on players online and offline
