um when i drag the tile, nothing happens

the game says drag the tile you want to buy to you re map i did but it will not stay there, am i suppost to do something else ?

I have similar problems trying to drag a tile attached to my map and I want to put it somewhere else. You can't drag it or rotate it. Sometimes, it leaves a copy of the tile in the tray even though it attached a duplicate piece to my map.
