Question on Friendly Fire

So, I ran a server with friendly fire disabled... But even with it disabled, anyone with a shotgun can blow your head, limbs, legs off. You just end up looking like a torso with a gun floating next to you until you die and respawn....

I kinda just wanted to make sure this is a known bug? Either that or Im going really crazy.....
