Report a translation problem
Depending on what facial morphs your model already has, it might be choosing one as the default.
It seems that only the "eyebrows down" is on that setting by default when I convert from PMX format.
I find "eyebrows up/mayu up" to be the most useful eyebrow morph to detect if you have something like that, so set that to 'Auto (+)'
You can turn off 'eyebrows down' by setting it to 'Display with others', or leave it on, depending on what you prefer.
In this post someone says that there's a face expression menu. Have you tried doing anything with that?

VRM is the corresponding presets with
eyes:["Blink"]
lips:["A",”I”,”U”,”E”,”O”]
With no mention of eyebrows. But for MMD models, it lists eyes, brows, and lips. So if you'd like to sync eyebrows as well, I think you'll have to use an MMD model instead.
