Strange black flickering artifacts in DX12 and NSC hub slideshow on DX11

So till yesterday my game was working fine at a solid 60fps on a mix of medium to high settings on my GTX 1070. When I reached the NSC power plant it was still working fine in combat and stuff. However, I did notice something really weird performance wise.

So when I went to the NSC coolant pump area, fought some fights and came back to the big power plant area as soon as I entered the area the game took a massive performance hit. Even rotating the camera around made the game a slideshow. So I restarted the game after saving at the control point in the middle of the area. After restarting, the area got back to a stable 60fps again. But as soon as I entered either of the two doors of the coolant pump areas or the NSC convertors area and came back to the big red power plant area the game became a slideshow again. So, it looked like the game had some kind of loading issue when coming back to the big hub area. This was on DX11.

So I figured let's see the performance on DX12. Now this had another issue altogether. Long story short, DX12 totally eliminated the slideshow i was getting in the NSC hub area even when entering the other areas and coming back to it. But if I ran DX12 with MSAA enabled in the game it would give me black flickering textures in the game. Its like the game is glitching out. My drivers were up to date and my temps were fine as well. As soon as I turn MSAA off the flickering is gone totally. I am thinking of playing it on DX12 for now as oddly its working much better performance wise, atleast in this area.

Is there any alternative to MSAA in the Nvidia Control panel which I can turn on to reduce aliasing? I am new to the NCP on this. I would also like to know whether any of you also encountered this issue.
