Does changing any of the in game settings do anything? Bring everything graphical to the lowest setting and just start slowly turning things up until you discover the culprit.

If it stutters at the lowest setting then there’s something else going on.

Can you list all the methods you tried so far? Just so we're not repeating ourselves.

Where is the folder with the shadow cache located? I want to try it myself, because I have another problem - the game constantly crashes. Sometimes it takes 5 minutes, sometimes it takes half an hour, sometimes it crashes within a minute.
As for stutters, in your case it’s worth trying to disable E-cores or install Win 11 if you are using Win 10.

If this happened after you re-installed Windows, then yeah, that's probably the issue.

Maybe something got borked. Try re-installing windows.

Unless you mean it started after updating to 11 from 10.

In which case, find a way to go back to 10, 11 is trash.

Obviously something's gone wrong on your end. Especially if it worked before. Whatever led you to reinstall windows may be the reason. You may have also recently had a hardware failure.

I'm guessing it's a bios or driver issue though.
