Can't trigger The Foundation DLC

I've searched and searched but nothing I do triggers it. I've seen discussions here as well, but still I'm not having any luck. I'll list what I've done below:

- I have Control Ultimate Edition, purchased from steam and in the description it says that The Foundation and AWE are both included
- I've finished the main story, specifically the quest Take Control
- I did not get a hotline call from the board. There is a hotline call available called Foundation, but it's already been read. I read it again and it did nothing.
- The Foundation is NOT listed in my missions list
- I've been to the Hotline Chamber and the phone is not there (I've also seen reports that the hotline phone may be in the board room, it is not)
- I've been to the elevator, The Foundation does not appear
- I ran the "verify integrity of game files" option in steam, rebooted my pc. Still nothing.
- No updates for the game are available

Any ideas? Thanks in advance.

It's not in the elevator. You need to fast travel to the foundation control point you discovered in the maintenance sector towards the end of the main story

The entrance is in the area you look for ahti on vacation, past the trolly. I'm not saying you will gain access, just that is where the entrance is.

There's a pillar there with a tree carved into it. That's what you need. I think you'll get a polaris waypoint thing when you're near it to show you that's the objective

Yeah I ran all the way back to the platform, then I ran far towards the light without actually going into. Nothing triggered, but I'll try it again tonight and report back. Thanks again.

I don't remember what triggered mine. I had it after completing the main story. Try talking to the people in central.

It's been a few days since I've played but I'm sure it was near the control point

Appreciate everyone's help. The problem is that I never even get the mission "The Foundation". I went to The Foundation control point, walked up to the door with the etchings, but it does not let me enter. Not sure what to do at this point. I was doing a series. At least I finished the main game story I guess. I may try to uninstall and re-install but other than that I'm stuck.
