Why do you think you don't have the DLC?
I just wanted to make sure cuz sometimes games have given out dlc with an update in the past but it is rare. I don't remember them doing that for this game but the fact that you can't even buy the dlc from the store is very odd.
An alternative would be to buy a code from a key site and then activate it. Fanatical has it for just over $7.
Without knowing this, I'm not going to buy it, as I suspect it would get complicated to refund as well if it doesn't unlock the DLC.
If you buy the Ultimate Edition, you should get the DLCs for the edition that you own now; but: the "true" Ultimate Edition is a newer build of the game with some improvements.
If you want to get the "true" Ultimate edition, *first* remove the game from you account - you can do this yourself via "Help -> Support" in the Steam client.
After that, buying the Ultimate Edition will get you the newer version and its DLC.
In this forum discussion there's some information on why this nonsense is even necessary; in short: the publisher messed up when creating a special "Standard Edition" for a Humble Choice bundle.
