I've found all the hidden locations, but it's not unlocking?

I've revisited each hidden location in The Foundation and it still hasn't unlocked. I've collected all collectibles, found all Maneki-neko statues, and have done all the missions.

But it's not unlocking?

You have probably earned it and the game has just bugged out.
