"Everything" includes specific stuff like completing all the challenges from SHUM I-II, unlocking all the special mods from the base game and DLCs and also completing the Cat challenge from the Foundation.
IIRC the only stuff that is not required to unlock this cutscene are discovering all the "Hidden Places" and the Collectibles.

Not that it is important but since I wanted to finish everything it's a bit of a letdown.
Yes there's some j threshing revelations I the dlc, but that doesn't change the fact that I feel remedy really mishandled its ending.
Yeah it's a bug. First time you go there it should only have ONE area open, but sometimes it skips it and just goes to the standard 4 island version which isn't the mission that you are wanting to actually do.
She accepts the job to be the president of organisation and says "we still have a lot to do".
It felt like many bad movie or series open ends, just so that a sequel can still happen.
Dont know if there were any hints for Control 2, or if 1 didnt sell well and all sequel plans are already buried.
