You can also try this guide I made awhile ago on how to backup from a previous save.

TY for reply. I originally downloaded CUE to my new NVME at the time. Then decided to move everything else back over to my HDD after reformatting. For what ever reason I can only play, load and save this game to my NVME now.
The saves only work on my NVME and I had to start from Mission select 'Polaris. Which isn't an L considering that's one of the best parts of the game, and I don't have to start all over again.
Make sure Control is not running and has synced to steam cloud. Make a backup of all your saves just in case. Than uninstall Control and change the folder in the downloads section of steam settings to the drive you want game installed. Also, try deleting the games save folder as well, not just the saves.
Once you run game the saves will be downloaded and should run off the drive you changed it to. I would suggest keep the games if you have room on the NVMe as you will get better performance.
Games running fine now. Only downside is having to launch steam separately if I want to play the other games on the HDD. No other game saves were corrupted however.
You may have installed steam on both your HDD and NVMe. That is why you are having that issue with Control. Make sure you have only 1 installation of Steam.
So if Steam is installed on your NVMe and you want your game installations to be on your HDD or vice versa. Check your settings.
