Bug: Langston's Runaways... letter trapped in floor

In the Dead Letters section. I've already been here once and got one of the letters. On my second trip the letter is stuck in the floor at the top of the stairs when you come in through the main entrance. Jesse says her dialogue, "That's no ordinary letter." But it doesn't move and there's no way to interact with it. I've tried re-starting the game, but it appears in the same spot each time. Can't finish the mission.

Edit: I was able to complete the quest because two other letters showed up in different locations in the office. This one in the floor appears to be an extra letter that shouldn't be there but doesn't affect finishing the quest.

Had the same issue, thank you for explaining :) I was trying to un-bug the letter that was stuck in the floor for couple minutes
