The Foundation quest starts after the main story is finished. AWE quest starts a bit earlier through a hotline call.
Check DLC tab - see if they are installed

FWIW, the actually full and complete edition with DLCs goes on Steam sale fairly often and you can probably get it all for ~US$10.
They are, totally. New weapon and personal mods are very cool (some OP, some useless, depending on your style), and some whole new areas to explore. Some of it is a bit silly (water the plants! Which you can skip, if you want). Also helps if you are familiar with Alan Wake (I was disappointed in both games), but it's not at all necessary.

Humble bundle gave us the normal game not the ultimate edition. You will have to buy the dlcs from a key site as they are not sold on steam anymore
I haven't loooked around, but you could also save yourself the hassle (and possible other problems) by just buying the full edition on Steam for $8 or $10. Probably not going to find both DLC for that price anyway.
