how to lock fps?

i want to lock fps to 60 for lower fan noise but when i try with nvidia control panel it locks to 54 and fps drops a lot to 40 becomes unplayable and the game gets stuttery. i know you can use rtss but is there a way to do it without using any 3rd party app?

my monitor is 165hz so it doesn't work. i'll have to set monitor to 60hz for that.

If the game has no inbuild FPS limiter and Vsync is useless because of your high monitor refresh rate then external programs are the only solution.

I set it to 60 via nvidia control panel, works fine.

Use NVIDIA Control Panel/AMD Radeon Setting to limit FPS global/per games as you like.

Sadly that was the solution. I had to use rivatuner. Nevertheless it fixed my problem

As i said before for some reason when i lock fps to 60 through nvidia control panel it locks to 50 and there's a lot of frame drops happening.
